Willard "Earl" Barron — Principal & CEO


Earl  is a retired U.S. Army commissioned officer and former senior federal program and acquisition leader with more than 35 years of military, federal acquisition, program management, and global operational experience.

Before founding Barron Federal Program Advisors, he served in senior program leadership roles across the Department of Homeland Security and U.S. Special Operations Command. His experience includes leading rapid technology scouting initiatives within DHS Science & Technology; directing TSA's $1.8 billion Checkpoint Property Screening System; managing a $381 million CISA investment portfolio; and leading a $400 million annual USSOCOM portfolio encompassing 68 joint programs.

His career has focused on translating urgent operational needs into executable acquisition, technology, testing, and program strategies while navigating complex government, industry, interagency, and international stakeholder environments.
